The Speaker of a County Assembly chairs the sittings of the County Assembly. The office of Speaker of the County Assembly is established by Section 178 (1) of the Kenyan Constitution.

Hon. Ndotto is vastly experienced in public governance and was previously a lawmaker and a Minister in the National Government.

County Assemby Clerk

The Clerk of the County Assembly is appointed by the County Assembly Service Board with the approval of the County Assembly.

According to the County Governments Act section 13 (3), the functions and powers of a Clerk of Parliament shall with necessary modifications be the functions and powers of the clerk of a county assembly.

The clerk is the accounting officer of the county assembly. He is also the secretary to the County Assembly Service Board.

Mr. Mutambuki is an accomplished administrator having held several positions in government.

About Kitui County Assembly

The Kitui County Assembly is one of the county assemblies established by the new Kenyan constitution.
 
The County Assembly has several functions. First, the assembly provides accountability and oversight to the functions of the county executive and the Kitui Governor’s office. The Assembly ensures that all the resources allocated to the county are used for the benefit of the people of Kitui.
 
The assembly also makes laws that govern the county of Kitui. The new constitution gave all counties the freedom to decide on their priorities in order to ensure that all development programs answer the needs of the locals.
